Evaluation of the impact of school inspections and comparative tests on quality development in schools (EISVQS)
As part of the restructuring of Germany's education systems towards a system based on empirical data, the procedures described in the KMK's overall strategy for education monitoring are being implemented in the federal states. These include conducting nationwide comparisons between states and comparative tests, as well as institutionalizing school inspections. These procedures are intended to ensure the quality of school teaching and, where necessary, help to improve it.
In this context, the state of Lower Saxony has developed a framework for school quality and regulated the implementation of comparative tests and school inspections by decree. Since 2014, school inspections have been carried out with the aid of a catalog of criteria known as the core task model. For a long-term effect, it is necessary that the instruments are accepted by the schools and perceived as useful. Surveys will give schools the opportunity to comment on this. The aim is to identify factors that promote or hinder the impact of the two procedures (school inspections and comparative tests) on quality development in schools.
